Dog fouling survey

Staffordshire Moorlands District Council are reviewing proposed controls for dog fouling and have a short survey to gain public input. Closing date 23 August.

We [SMDC] are reviewing the Dog Fouling Public Spaces Protection Order (PSPO) and are seeking views from partners and stakeholders. Link gives more details.

The intention of this Public Spaces Protection Order (PSPO) is to address irresponsible dog ownership so that everyone can use and enjoy public open spaces. The Order provides clarity for dog owners and non-owners alike about controls on public open spaces across the Staffordshire Moorlands District Council area. As the Order is of a restrictive nature, it is important to make sure any restrictions are proportionate and consistent. The PSPO incorporates restrictions on all land within the area of Staffordshire Moorlands District Council that is open to the air and to which the public are entitled or permitted to have access, including access land as defined in section 1 of the Countryside and Rights of Way Act 2000.

Staffordshire Moorlands District Council is consulting on proposals for a Dog Fouling Public Spaces Protection Order that would operate from October 2026 to October 2029. The proposed Order would require persons in charge of dogs to remove and appropriately dispose of dog fouling from land to which the Order applies. It would also retain existing controls relating to dogs on leads and dog exclusion areas where identified within the Order.

We are seeking views on whether the proposed controls are appropriate, proportionate and necessary.

Findings will be published on the Staffordshire Moorlands District Council website after the closing date. A report including the findings from the consultation will be presented to the Cabinet meeting in October 2026.
